This card can be applied within any public libraries in Glasgow. The application procedure is easy enough by just fill in a form and shows them your accommodation approval (what you can do is bring along any letter – with your name and address being stated). You will be able to get your card in less than 10minutes.
I tried to search it through website but I can't get any more info. Anyway, you may have a try by copy, paste and search Glasgow City Council - Library through my sponsored link.

You can use it to borrow books, CDs, DVDs, and even using online services. Other facilities such as scanning, printing and photocopying are also available.
